TWIA Board Selects David Durden as Next General Manager

The Board of the Texas Windstorm Insurance Association selected its chief legal and legislative officer, David Durden, to be the association’s next General Manager after an extensive months-long search process, effective October 1, 2022.

“It is with great pride that I announce the Board’s decision to promote David Durden to TWIA General Manager," said TWIA Board chair Chandra Franklin Womack. "David has distinguished himself over his ten years of service to TWIA, and he has demonstrated throughout the search process that he is the clear choice to lead TWIA. All Board members are excited about this decision, and we look forward to working with David in the years ahead.”

David Durden began working at TWIA in June 2012. Previously, he served as the Deputy Commissioner of Public Affairs from 2007 to 2012 at the Texas Department of Insurance, where he was responsible for coordinating all facets of public relations, communications, and the tracking of emerging issues. Durden began his tenure at the Texas Department of Insurance in 1985 and served in various capacities.

"David is well respected for his knowledge on insurance issues and TWIA, and is always the consummate professional," said Albert Betts, executive director of the Insurance Council of Texas. "TWIA continues to be an issue of interest to our members given the $1 billion in potential assessments to insurers and our commitment to protecting the Texas coast. ICT welcomes him to his new role and looks forward to working with David.

During the 81st Texas Legislative Session, Durden served as Senior Insurance Policy Advisor to Speaker Joe Straus, advising Speaker Straus on all bills related to the business of insurance, including worker’s compensation, and assisting other Texas House of Representatives members with issues regarding insurance legislation.

Durden received his Bachelor of Arts degree in Economics from Northwestern University and his Juris Doctorate from the University of Texas School of Law in Austin, Texas.
