Texas continues to consider litigation reform, recent reforms in Florida, Georgia, and Louisiana offer important lessons for policymakers and insurance stakeholders.

This session will examine what prompted those reforms, what they were intended to accomplish, and what early results suggest for property and casualty markets and insurance litigation. With a focus on practical takeaways for Texas, the speaker will provide a balanced look at how other states’ experiences may inform future reform discussions.

As property and casualty insurance costs continue to rise, regulators, policymakers, insurers, agents, and consumers must balance affordability with a financially strong, competitive marketplace.

This session will examine the tension between consumer protection and insurer solvency, with a focus on the Texas insurance market. The speaker will discuss key cost pressures, including inflation, severe weather, reinsurance, litigation, underwriting restrictions, and rate adequacy. The session will also explore how regulatory intervention can help consumers, where it may create unintended consequences, and how insurers can better communicate the role of risk-based pricing in maintaining long-term coverage availability.
