The Insuring Texas PAC (PAC) is the political action committee of the Insurance Council of Texas. Our mission is to advance the interests of Texas property and casualty insurers while maintaining a strong Texas insurance marketplace. The PAC is dedicated to protecting the political and business interests of ICT member companies in Texas. We engage with, educate, and support elected officials who share our members’ priorities and promote the health of the property and casualty insurance industry.
Goals of the PAC
The Insuring Texas Political Action Committee (PAC) is committed to advancing the interests of the Texas insurance marketplace and its stakeholders. The goals of the PAC include:

What We’re Focused on This Interim
As we prepare for the next legislative session, the Insuring Texas PAC is focused on engaging policymakers and supporting efforts to protect the ability of companies to operate in a competitive and flexible market while finding reasonable approaches to address the key issues driving costs in the Texas insurance market. The Texas market has already shown signs of returning to normal as data on rates in homeowners and personal auto reflects modest changes in rates in the last couple of years.
As policymakers attempt to address questions about affordability, our consistent message is that changes in insurance costs are driven by losses, not regulatory or insurance market inadequacies. Limiting consumer choice and attempting to restrict company pricing will adversely affect the market
Catastrophic weather events are the primary driver of losses in Texas. Most recently, losses are also being impacted by rising litigation costs, especially for personal and commercial auto lines of business. Lawsuit abuse, where litigation tactics, driven by greedy “billboard lawyers”, are contributing to higher claims costs and putting upward pressure on premiums for Texas consumers. At the same time, increased trial lawyer and aligned interests’ political spending on candidates on both sides of the political aisle has made it more challenging to advance reforms to address these trends.
Alongside these priorities, ICT is actively engaging policymakers on:
- Property resilience and mitigation strategies to reduce losses
- The role and sustainability of residual markets (TWIA, FAIR Plan, TAIPA)
- Consumer protection and anti-fraud initiatives
Industry engagement through the Insuring Texas PAC plays a vital role in ensuring the industry’s perspective is part of the conversation as policymakers consider these issues. Continued support helps ensure ICT remains engaged and positioned to contribute to these discussions ahead of the next session.
Legislative Accomplishments
Your Support in Action: ICT Secures Wins at the Texas Capitol
Participating in the Insuring Texas PAC lays the groundwork for meaningful legislative victories.
Highlights of ICT’s advocacy during the 89th Legislative Session include:
Protecting Texas’ Competitive Market & Regulatory Structure
ICT successfully defeated SB 1642 and SB 1643, which would have imposed burdensome new oversight and prior approval requirements on property and casualty rates.
Strengthening TWIA Funding
ICT collaborated to secure passage of HB 3689, strengthening TWIA’s funding model by authorizing up to $2 billion in sustainable and transparent pre- and post-event financing from the state, reducing reliance on costly debt. Going forward, ICT will continue to advocate for reasonable reinsurance and rate adequacy decisions.
Promoting Mitigation & Resilience
ICT championed HB 1576, a major mitigation initiative to create a homeowner grant program for retrofitting properties against hurricane and windstorm damage. This bill is the first major state resiliency effort to ever pass either house, setting the stage for continued advocacy in the future.
Preserving Appraisal Process Integrity
ICT held the line on SB 458, protecting the integrity of the contractual appraisal process in personal lines while defeating costly mandates pushed by special interests and preserving key flexibility for insurers.
Ensured Balanced AI Regulation for P&C Insurers
ICT helped ensure HB 149 protected consumers while avoiding market disruption, securing language that preserved the Insurance Commissioner’s authority and aligned with existing insurance law regarding unfair discrimination rather than imposing a new standard.
PAC in Action - Stay Engaged
Throughout the interim, the Insuring Texas PAC supports ongoing engagement to share industry perspectives and promote informed policy discussions.
On March 4, the PAC hosted “Justice, Not Jackpots: Leading the Rally Against Greed,” reinforcing the industry’s focus on lawsuit abuse. TLR’s Lee Parsley provided insights on the primary elections and legislative landscape, while ICT staff highlighted key regulatory issues, recent engagement with legislative offices, and ongoing reform efforts.
On Sept. 16, the PAC will host an invitation only breakfast meeting before the ICT Symposium, offering another opportunity for members and supporters to connect and stay engaged.
