ICT represents the collective interests of our members before the Texas Legislature, advocating for public policy decisions that support a stable and competitive property and casualty insurance market. Our team works closely with legislators, regulators, and stakeholders to provide industry expertise, educate policymakers on key industry issues, and ensure informed decision-making. With extensive legislative, regulatory, and legal experience our staff helps members navigate the legislative process and advance solutions that strengthen and protect the Texas market.

Legislative advocacy doesn’t end when the Texas Legislature adjourns. Throughout the interim, ICT monitors legislative hearings, state agency rulemakings implementing legislation, and emerging issues.

Interim Priorities

Legislative advocacy is a year-round effort. Between legislative sessions, ICT works closely with lawmakers, state agencies, and stakeholders to monitor emerging issues, participate in interim hearings, engage in agency rulemakings, and help shape public policy before legislation is filed.

During the interim, ICT is actively engaged on issues including:

  • Insurance affordability and the factors driving claim costs and premiums
  • Addressing lawsuit abuse and excessive litigation costs that drive higher insurance premiums and reduce market affordability
  • Property resilience, mitigation, and catastrophe preparedness
  • The long-term sustainability of residual markets, including TWIA, the Texas FAIR Plan, and TAIPA
  • Auto insurance trends, fraud prevention, and consumer protections
  • Regulatory modernization and implementation of recently enacted legislation
  • Emerging technologies, including artificial intelligence and data use in insurance

Our Advocacy in Action

Throughout the interim, ICT:

Provides testimony before legislative committees and oral and written comments during state agency rulemaking proceedings to advocate for the interests of Texas' property and casualty insurance industry.

Coordinates member input on proposed legislation and rulemakings.

Meets with legislators, regulators, and agency staff to discuss emerging issues.

89th Legislative Session: ICT Secures Wins at the Texas Capitol

Protecting Texas’ Competitive Market & Regulatory Structure

ICT successfully defeated SB 1642 and SB 1643, which would have imposed burdensome new oversight and prior approval requirements on property and casualty rates.


Strengthening TWIA Funding

ICT collaborated to secure passage of HB 3689, strengthening TWIA’s funding model by authorizing up to $2 billion in sustainable and transparent pre- and post-event financing from the state, reducing reliance on costly debt. Going forward, ICT will continue to advocate for reasonable reinsurance and rate adequacy decisions.


Promoting Mitigation & Resilience

ICT championed HB 1576, a major mitigation initiative to create a homeowner grant program for retrofitting properties against hurricane and windstorm damage. This bill is the first major state resiliency effort to ever pass either house, setting the stage for continued advocacy in the future.


Preserving Appraisal Process Integrity

ICT held the line on SB 458, protecting the integrity of the contractual appraisal process in personal lines while defeating costly mandates pushed by special interests and preserving key flexibility for insurers.


Ensured Balanced AI Regulation for P&C Insurers

ICT helped ensure HB 149 protected consumers while avoiding market disruption, securing language that preserved the Insurance Commissioner’s authority and aligned with existing insurance law regarding unfair discrimination rather than imposing a new standard.
